Wrathful gear with no rating requirement

Most of the new Wrathful pvp gear's offset items (the cape, ring, trinket, that stuff) has no rating requirement.

Is this intended as a way to re-spark interest in pvp for the last season, or should we expect to see any gear purchased today removed?
