I was on part 3: the Sunreaver's Plan and killed the guy in the underbelly three to four times and he never dropped this item. So it was bugged. I go online to read if this has happened and what I read was people abandoned the quest and redid it. Well there is no quest to go back to, the hilt is now gone and basically what am I supposed to look like some idiot because it wasn't my fault?
