I find soulbound items in my bag and...

I logged on today and found my regular soulbound items. The note said "we were able to provide this restoration...." as i went on, i found 2 emails with 14 emblem of frost and 70 emblems of triumph. Originally i had 66 frost. Did my investigation halt? because these 66 emblem of frost are kinda really important to me.

Another question. Can i take these soul bound items without halting the investigation (if it is still going on)? Or is this part of the care package?
