Was there a change to Nibelung's proc rate?

So, I used to see frequent Val'kyrs up...1-2 pretty regular. And, during times of heavy casting 3 and even 4. It seems since yesterday that seeing a Val'kyr is now a rare occasion.

Was there a change to the proc rate? As how it is now, the staff has gone from a good option, to completely underwhelming.

Personally, I really love the idea of the procs, but if see'ing val'kyr is a rare occasion...I'll have to go back to stats over a cool proc. >_>

We didn't make an intentional change to the item (beyond the one where we increased the val'kyr's damage). We'll look into it.

Aside: Many of my responses to threads lately seem to be inviting more unrelated questions or comments than usual. As always, if we have a response we wish to make and the time to do so, we will. Chasing us down in any thread in which we post isn't going to have the result you're looking for. We'll leave this thread unlocked as long as it stays on topic (in this case to the staff's proc rate).
