Chat windows broken - LUA error ?

My chat windows (well, really at this point, my chat window) are borked. I don't have tabs on top of the window ... can't create, move, resize, delete.

i have repeatedly deleted all addons, addon folder, cache folder, interface folder, and WTF folder. When i start WoW I have to change the resolution (expected that) --- but the error persists.

enabled the list LUA errors and got the following:

Hello Bhelios,

Log into a character that this is happening on and type /resetchat and hit enter.

Have you tested to see if this still happens if you have no addons at all installed?
