I had a chance to take a look, and it appears that this character doesn't have any grantable levels remaining =/. I'm sorry if this comes as disappointment.

If you engage in the Recruit A Friend program, then the Recruit player gains a grantable level that can be used to level up one of the Veteran's characters for every two levels the Recruit gains (up until level 60, that is) =). It's one of the perks that makes the Recruit A Friend program so popular:
