Reuse of BC code

I have a question, that after searching the forums I can't get a concise answer. I've expanded to WotLK but have a old copy of vanilla and BC laying around still, can my wife use that copy of vanilla and BC to create an account for her or do I have to repurchase both?

Each authentication key can only be used to create/upgrade a single account, Kelyssel. While your wife is welcome to use your discs to install the game on another computer, she would need to obtain new authentication keys to actually start a new account.

That said, if she is looking to start up an account of her own, then it may be a good idea for you to look into using the Recruit a Friend promotion to get her started. More information regarding this promotion and its benefits can be found on the following FAQs:
