Rogues are NOT intended to have highest DPS.

Rogues are not supposed to have higher DPS than other pure DPSers. This has been explicitly stated, and though I cannot find a quote that say so atm, I'll edit it in as soon as I find it =/

Anyway, DPS and utility are not seen by Blizzard as related issues. If your DPS is too high or low, your DPS will be either nerfed or buffed. If you have too much or too little utility, then buffs will spread around, either away from you or to you. They are done separately from one another.

Having poor utility is not an excuse to have unbalanced DPS, and the reverse is true only regarding the hybrid tax (generally higher concentration of buffs and the ability to switch rolls in exchange for ~5% DPS). All pures are intended to have near-identical DPS and all Hybrids are supposed to have near-identical DPS.

So no, rogues are not supposed to be destroying 6/7 fights in ICC by ~2k DPS.
