Wotlk 70 toon to BC account

my Rogue hidebehinyeh is on my Wotlk capped account i was told by a few other twinks that you could make a Bc capped account and Switch the Character i made the account and put it to bc tried to Swap it says the account needs to have Wotlk i have Deleted all of my quests from Any lich king area's deleted any quest items i have the only thing i can see holding me back is if blizzard doesnt alow wotlk capped accounts to throw characters on a downgraded account or that i have 450 jc and 405 mining what is holding me back please help

This is correct. You can transfer between different Wrath of the Lich King accounts you own, but can not move a character to a copy with a lower expansion on it.
