Dalaran weekly raid quest problem?

Please look into the weekly raid quest from Dalaran on the Draenor server.
Something about it seems off as it has been in Naxx each week since day 1 and hasn't left it.
Sure it picks another boss in there each week with some repeat kills, but shouldn't it be moving around to the other raids too?
Seems like it's stuck in Naxx.

Think of it this way, Dahca. We have a gigantic hat stuffed with various raid bosses. Each week we pick a boss out of the hat, offer you substantial rewards for killing that boss, and then throw them back into the hat after they've been beaten to a pulp repeatedly. Any interesting patterns which develop out of that are truly just happenstance.
