For the second week in a row (that I know of) about half the people on my server have been able to do the weekly raid twice. It becomes available again, for about half of the people, on Saturday. So if you've already done 10 man, you can still do the 25 man.

Well, some people can. I can't. And I'm kind of annoyed about it.

Is this a bug?

Definitely bring this to the attention of our Quality Assurance team by posting as detailed a description of the issue as possible on the Bug Report Forum, Vorscythe. I can assure you they'd greatly appreciate it.
