Addons That Spam?

I just had my first encounter with an addon called "Rank Check" or something like that. I was tanking a heroic Violet Hold and all of a sudden I started getting these MASSIVE walls of text from one of the other players in the dungeons in whisper. It was saying stuff like "You need to be using x and x spell blah blah your action bars this you can go here to get that" etc.. I mean, the VOLUME of text this freaking addon sends is just ridiculous. It would send 3 whispers simultaneously and each whisper was the max, or close to, the character count allowed. So every time we'd start a fight I'd be pummeled with purple text.

Is the use of an addon like this against the ToU? I mean, spamming is obviously, but is using an ADDON that spams against the ToU? Also, what the hell, honestly? Why does this addon need 3 f'in paragraphs of text to tell you you're using the wrong spell rank? Hell, who the hell thought this up anyway? Why would you WANT an addon that is that intrusive to other players??
