is there any reason apart from US Realm restarts as to why AV is Unavailable? AB and WSG seem to be fully operational..

Is there something in particular that is telling you that Alterac Valley is unavailable, Kiriisa?

Are you referring to the "unavailable" message that appears when you're hovering your mouse over the Battleground icon on your minimap? If so, this message does not mean that the battleground is not accessible, but rather the estimated wait time is unavailable because the battleground has not launched recently.
