Quest tracker not updating?

posted this in bug report but i'm wondering if there's some simple solution i'm not considering.. and it's not really a bug anyway since it's limited to one toon. it is reproduceable though.. anyway, any help is appreciated, it's driving me nuts. original message starts here:

not sure how to describe the problem, it seems contained yet random. it only occurs on this toon, and when i first log in the tracker loads everything fine, i look on the map, it shows the little yellow numbers and question marks where i need to go to turn in quests like it should. a few minutes of playing later if i go to check any number of things will have changed. sometimes it will show the quests i have finished with the question marks where completed quests should be turned in (even after i've turned them in), sometimes it doesn't show any quests at all on the map, sometimes quest names i've completed still show up on the map screen but with blank quest text in the lower pane where it should be, sometimes it shows the blue areas where there is a range for mobs to be in, but there's no associated yellow number in a circle to indicate what quest it's for..

again, it's only on this toon and i would think it has something to do with loading a quest in some way since if i check the map immediately on logging everything is fine. anyone have anything similar or have any fixes? i was considering clearing out the folders as per usual but it's only on this toon.. all addons are disabled.

edit: new weird thing. now when i click off the quest tracking on the map and then click it back on, the map doesnt shrink down to show the quest names/descriptions, it is showing question marks from completed quests in a zone i'm not even in any more. and i have turned in the 2 quests it is showing..

Hello Sneakyelf

Try moving your Interface folder to the desktop (Make sure this is done while the game is closed). Make sure any addon updaters are closed prior to doing this and once it is done make sure to use the launcher to start the game.

What operaitng system are you using and where is World of Warcraft installed?

Do the issues occur if you move the WTF and Cache folders out of the WoW folder as well?

Those should be the only other folders that have character specific data in them.
