Policy on capped threads?

Hi,

Can someone link the policy on posting re: Capped threads? I looked in the general posting guidelines sticky, but either missed the policy, or it's not there.

Also, it would be very nice if threads could indicate when they are capped, since preparing a post only to discover the cap when trying to submit the new post is very frustrating.
