In groups formed through the Dungeon Finder, the "group leader" (or, more appropriately, the player listed as the most experienced) does not possess the ability to kick other players. This player, like all others in the group, may initiate a Vote Kick, however; he or she may also participate in the vote to remove another member from the group.
In order for a Vote Kick to be successful, 3 "yes" votes must be received. This total includes the initiating vote. It's very possible that the player in question initiated the Vote Kick and two other members voted "yes"—perhaps without even thinking or consideration. Another group member could have easily initiated the vote, as well.
