need BEFORE greed?

A RESTO shammy in a heroic FoS just got the Needle Encrusted Scorpion over a rogue and hunter because he was able to roll need on the item for his off-spec. How can it be need b4 greed when a hybrid can go into a run as one spec and roll on an item for another spec over people whose sole job is that other spec ? It seems to me that my Pally can roll need on anything I want because after all I could use caster cloth for healing , a DPS item for ret or prot plate for tanking , hence giving Pallies the ability to roll need on and take any item they want because " I am gonna use it for "x"-spec" even though they went to a run as a tank or healer thus enabling them to get into a run within a minute whereas DPS had to wait for 10+ min and already has to roll against 3 other people in that run for items they may need , how can this possibly be called need before greed that way ?
The spec you are in a run as should be the ONLY one you can roll need on or the loot system is anything but fair to the majority of players , and yes I know you are gonna say that People should be better then this , but they aren't & with the new cross realm dungeon finder they have even less reason to be decent because after all , what are the chances of running into those specific people again?
Previously people who did that type of thing would get a rep on the server they were on and cease to get groups , but with the advent of the cross server system that no longer applies so the jerks out there have gotten free reign to be that way with no consequences
I guess my question is are you gonna fix this ?

Need Before Greed takes the following into consideration:

  • The player’s class must be able to equip the item, either at the time of the roll or at a later level.
  • The armor proficiency of the player’s class must not be higher than the item being rolled on. If it is, the player will unable to roll “Need.” For example: A level 75 warrior would unable to roll "Need" on certain mail items. (This restriction will only come into play for items with an iLevel above 70.)
  • If a player’s class is pure melee, he or she will be unable to roll “Need” on spell power items. Pure melee classes include rogues and warriors. Druids, paladins, death knights, and shaman may still roll “Need” on spell power items, provided that the above two conditions are met.
