Most heroics give you 5 badges doing the random queue (some more). So lets multiply 30(runs)x5(badges), this gives us a total of 150 badges of triumph. Now this would take quite some time to earn for the average player.
Would it make more sense for blizzard to have this as a high price badge reward, to avoid people complaining about RNG working against them or unfair drop %? Lets say you can complete 1 heroic every 30 minutes (including queue times). That's 30(instances)x30minutes, this makes up to about 900minutes (15hours). Alright so you need to farm for approximately 15hours to attain this item.
To be fair, if you farmed trash in PoS for 15hours, you would probably see one drop. But this takes the RNG away from it, and doesn't leave people feeling ripped off. It also encourages everyone who wants to take part in this quest to run heroics.
Obviously for this to work, the item would have to be BoP, but i think its a better solution than a 1% drop-rate.
