Will there be PvP mastery for Cata?

I ask this simply because it does have an effect on damage dealers, in so far as anyone who goes deep into a tree will have the mastery benefits with their PvE gear.

It would either prompt a design where all pvp builds are split purposely, to keep anyone from the deeper mastery damage bonuses out of pvp or it would mean that pvp gear would be completely devoid of mastery points.

I'd kind of like to see PvP mastery points that work just like the PvE mastery system but provide PvP benefits you can't get otherwise.

Example:

Below 10 points for all trees: Percentage health increase, Percentage armor bonus to leather armor. (Alternatively, to armor) YXZ percent of your dodge will function from behind, while stunned or otherwise not in control of your character.

Sub PvP Mastery 10-20 points: Ghostly strike has an XYZ chance to return you to stealth and make your next opener cost XYZ percent less energy, increased by mastery.

Sub PvP Mastery 20-30 points: Vanish will knock any melee range target away by XYZ distance, increased by mastery.

Assassination PvP Mastery 10-20: Cold Blood can now also make rupture crit, each critical tick has a XYZ chance to freeze enemy in place, Increased by mastery.

Assassination PvP mastery 20-30 points: Each mastery point grants a speed bonus applied when snared that is not reduced by snare effect.

These are just examples for my class, but I think this is how we'd finally make PvP gear attractive to people without utterly destroying the poor man's alternative, PvE gear.

Masteries are much broader than you're imagining from your examples. They are designed to have PvP and PvE benefit. Otherwise you wouldn't be able to use each of the 30 trees in both environments, which is the ultimate goal.
