Yes, we intentionally made the drop rate what it now is. This item is not meant to be common but something special like the original Quel'Serrar was way back when. That said, anything can change as time goes by.

I'm not sure what you are trying to get at, this is a different item that is tailored to many more classes than Quel'Serrar ever was and the lack of a tanking version hasn't seemed to affect the popularity of the item at all.

Just because you didn't get the item right when the patch launched doesn't mean there isn't still plenty of time to get it. You can work on doing daily quests to get the gold needed to buy one and the amount needed will probably go down (this is just a personal opinion/guess) as more and more people get into Icecrown Citadel and get equivalent or better items there.

I don't see any issue with everybody rolling on it since it's an item every class can use in some way. Good luck!

What I'm asking is: just how little do you care?
Items aren't everything (to me). I mainly want this item to do the quest series, just like how I did Quel'Serrar during The Burning Crusade when it was long past being useful. If I don't get it when I (if ever) see it drop, I'll just keep an eye on the auction house in the months ahead.
