Icecrown Citadel outside phasing

So on the ptr there were Ebon Blade Reapers outside Icecrown Citadel Raid, however on live I can not see these NPCs. Also I can only see a few members of my raid which I suspect to involve Icecrown quest phasing. Upon entering cat form I could detect the Ebon Blade Reaper on my minimap, so I figured they also phased. I have completed every quest in Icecrown. Anyone know why there is phasing over the summoning stone and the entrance. It also confuses me why the NPCs which are not involved in Icecrown quests are subject to phasing.
Any word on why this is occurring?

Not all known issue resolutions are posted there but many of them are so you'll want to check there.

Currently having the quest Battle Before the Citadel in your quest log appears to temporarily resolve the issue for most.

We'll have this issue resolved as quickly as possible, it just sometimes takes a bit to track down the overall cause and come up with the resolution, test and then implement it.
