So I'm locked out of LFG because of my gear

So I dont have utter uber gear but with the new LFG system I'm locked out of instances in LFG because bliz doesnt like my gear.

I've dont H-TOC like 12 times yet now I cannot queue up for LFG.

The system should not be locking you out of all Heroic dungeons. Is this the case?

I believe he/she was speaking for the purposes of this discussion. The Dungeon Finder will place locks on dungeons to which you have not been attuned, or for which you're not adequately geared. This does not apply to raids.

The Dungeon Finder does lock players out of certain Heroic dungeons depending on their gear. It is important to note though that the system is fairly forgiving. There are circumstances however where, say, a player in dungeon or questing blues or greens will be unable to use the Dungeon Finder to queue for Heroic Trial of the Champion, Forge of Souls, Pit of Saron, or Halls of Reflection. It is recommended that appropriately-geared players run these Heroic dungeons, which is why this lock was put in place. A player can, however, still form a group on his or her realm using the global Looking For Group channel and manually porting into the instance, so you're not absolutely prevented from running these dungeons (unless attunements are required).

Dungeon Requirements

All dungeons possess a minimum and maximum level range. These ranges are displayed within the Dungeon Finder window just to the right of each dungeon’s name. If your level is too high or low for a specific dungeon, it will not populate as an option when you switch to the “Specific Dungeons” option from the drop-down menu.

I don't know the exact threshold, but after looking at your gear that's a possibility. I'd suggest using the Random Heroic option until you're able to acquire a few more pieces of gear, or finding a pre-formed party on your realm without using the Dungeon Finder.

You don't queue up for raids though. Whether or not an under-geared person makes it into a raid is entirely up to the discretion of the raid leader. Players cannot see who they're grouping with when running with pick-up groups via the Dungeon Finder, so the system attempts to loosely match players according to gear. It doesn't assume that a group of four players with a given acceptable range of gear for a given dungeon wants to carry someone that should be running other Heroic dungeons first.

I'd strongly suggest using the Random Heroic option then. You'll get gear and extra emblems for doing so, and that will quickly get you geared enough to run Heroic Trial of the Champion and the three wings of The Frozen Halls.

Exclude H-ToC from the filter. It is a ridiculously easy instance, and people shouldn't be forced to farm heroics like mad or run Naxxramas to be "good enough" to queue up for it.

I think your points rely far too much on the assumption that this gear check is extremely stringent and restrictive. It's not.

I'm only providing you advice on how to quickly improve your gear level and enjoy using the Dungeon Finder for the more difficult Heroic dungeons. This type of tone is not tolerated on the forums, regardless of whether or not you disagree with the system being discussed.

At what point is the gear-check done?

Similar to the gear checks in Battlegrounds, the system will check all of the gear in your inventory.

You have to ignore a great deal of facts to come to this conclusion. You have a multitude of Heroic dungeons to choose from if you're not geared enough for Heroic Trial of the Champion or The Frozen Halls. Not only will you be getting upgrades in all of these Heroic dungeons, you'll also be getting a good deal of Emblems of Triumph allowing you the ability to purchase ilevel 232 and 245 gear. Even the most casual of players should have no trouble unlocking the more difficult Heroics within a matter of days.
