I've dont H-TOC like 12 times yet now I cannot queue up for LFG.

No system should be locking anyone out over gear period. It's either bugged or the OP did something wrong.

Does the lock show up on the tool. Because I currently cannot cure for Heroic Halls of Reflection even though I have done the previous two instances and there is no lock on the check-mark. If I have to low of gear score then something is wrong as I did the previous two instance as the healer with 0 wipes. I also have gear that surpasses any heroic.

Dungeon Requirements
All dungeons possess a minimum and maximum level range. These ranges are displayed within the Dungeon Finder window just to the right of each dungeon’s name. If your level is too high or low for a specific dungeon, it will not populate as an option when you switch to the “Specific Dungeons” option from the drop-down menu.
Some dungeons also require attunement to enter, often in the form of a key or quest, and many of the more difficult dungeons (like Wrath of the Lich King Heroics) possess a minimum gear requirement. If you meet the level requirements of a particular dungeon, but not the additional requirements, a lock icon will replace the check box next to the dungeon’s name. To see which additional requirements were not met, simply hover over the lock icon; a window noting that “You may not queue for this dungeon” will appear and any missing requirement(s) will be listed below.
This icon will also appear for group leaders if a group member does not meet all dungeon requirements (level, gear, and attunement), and the list of missing requirements will also specify to which group member they apply.

I launched the LFG Tool and was looking to get in an H-TOC group and right next to the TOC option there is a lock symbol next to it and says my gear isnt high enough. So I'm unable to join.

I love how the argument that "WoW is ultimately a social game" gets thrown around a lot when people ask for more and better content and/or gear to be delivered to people who do not enjoy grouping at all with other players, yet now Blizzard tries to please the gearscore crowd by segregating their own player base through the very tools that were supposed to help them find groups.
Exclude H-ToC from the filter. It is a ridiculously easy instance, and people shouldn't be forced to farm heroics like mad or run Naxxramas to be "good enough" to queue up for it.

So what was the point of making the lfg do the same things groups already do? If you miss any time of wow your gear and achievements are out of date and you dont get taken anyway. Only time this game is worth playing is right after an expansion.

Hopefully this isn't too off-topic, since i don't want to create a whole new thread for this, cluttering the first page more than it already is.
Something i'd like to know is, with the Dungeon finder doing a gear check, which i'm sure it's very forgiving, what gear does it check, and when?
Can I put my RP Fishing set on and sign up? or would that lower my GS too much to sign up? what if i want to sign up as a healer, but then go do some dailies as enhance, but my enhance gear wouldn't meet the requirements, whereas my resto gear would?
At what point is the gear-check done?

So basically to me this seems like a way of punishing people who don't play the game that much. You get gear by putting in time. If you don't put in this time you can't get gear and NOW you do not have access to as much end game stuff. So if you do not play the game that often you are being penalized by not having the same opportunities as those who do. I thought this game was about catering to pretty much everyone in an environment that was friendly to everyone and now people are being excluded. I could understand when players locked people out on gear because people are mean like that, but when the company turns on its more casual customers, who are paying as much as everyone else, it seems ridiculous and unfair to me. It is like paying for less of a game just because you don't spend as much time on the game.
