Why do dungeon runners need tier gear?

Among all the constant barrage of giving away epics or making fights and dungeons easier, one thing that I still can't understand is: Why did Blizz deem it necessary to allow players to get full on Raid Tier gear, with set bonuses, for badges (ie only running heroics/dailys)?

When the question came up in the past, it was rightfully pointed out, by the Devs!, only raiders needed the extra benefits of the tier gear, with it's bonuses and such. It was simply overkill for the normal 5 man.

So, regardless of how long it takes, why give out such premium quality gear for such menial in-game accomplishments?

It almost seems as if Blizz is overdoing the Players Play For Rewards philosophy and coupled it with a Pavlovian approach to it's playerbase, into treating loot as if we're a bunch of laboratory rats who just hit the switch......GIVE EM A PELLET! GIVE EM A PELLET!! AGGGHHH GIVE EM ANOTHER PELLET FAST!!!

ToC 5man drops multiple epics for almost no effort. That's not enough?

10mans are just as easily tuned as 5mans, so if you can get 2 5mans together, you can easily get all those juicy 10 man epics (even tier gear!). That's not enough?

No no no....those people who never raid, never want to raid, and will never encounter a boss tougher than a 5man....we better give them a venue to get their tier 10 raid set with 2/4 piece bonus.....why? Because everyone deserves to feel special?

Please none of the "how does someone else getting X piece of gear affect your enjoyment of the game?" tripe either. Forget what I do or don't think about it. I simply don't understand why so much of the game has been cheapened in the name of accessibility.

The end is really more of a reward -- an achievement with stats. Very little of our content is tuned to the point where you have to farm to a large degree before you are capable of beating the encounters. I remember in the BC days guilds running a new recruit through SSC to gear up before they could survive BT. That really isn't the case anymore. Now as you to the hard modes, this is more true, but players tackling that content have access to better gear faster anyway.

I don't find it offensive that players who only run dungeons can eventually get some decent Frost badge loot at a much slower pace than the raiders can. That pretty much happens anyway when we advance tiers and the old badges become much more farmable.
