BoA Head/Shoulder enchants: How?

So I bought a blood elf bandit mask for my low level alt, and bought one of these new (semi-expensive) Bind to Account head enchants.

I mailed the mask and enchant to my level 14 mage, lo and behold, my alt cannot use the enchant because it isn't a high enough level? isnt the puporse of Bind to Account items to send them to other characters? All other BoA gear scales with levels.

So I figured, hey, ill just send it back to my 80 and have him put it on and mail it back again. And well, now my 80 has this useless, soulbound, level 5 mask with a level 80 enchant on it.

I'm really confused, and pretty frusterated that I'm out 500g
WHY can't I USE the BoA enchants on OTHER characters then my main?

Is the serious purpose of these items to be for only level 80 alts? these boa enchants seriously exist to allow an alt to have an enchant 3 days faster?

Or did my enchant just bug out?

Those enchants have a minimum level to be used.

The new system just lets you buy them and give them to someone else on your account without that someone needing to have the reputation first. But they still have to meet the level requirement.
