Don't meet the requirements

My shaman friend (63) and I (66) try to party up and random que for a dungeon and it says
"One or more party members do not meet the requirements for the chosen dungeons"

What does that mean? My shaman friend ran a instance with another 66 before me and went alright.

Are you certain that the random dungeon option is selected? The system should be matching the group with a dungeon that they qualify for.

Generally three things may cause you to be rejected by the matching system.

Either someone in the group is too high or too low for the dungeon, someone's gear is far too low to qualify for the dungeon (though this shouldn't be much of an issue at lower levels) or someone has not met the prerequisites to enter the dungeon.

Some Dungeons require you to complete a certain quest or quest chain before you can enter.

The group leader should be able to hover over any of the dungeons that appear in the list with a lock on it and the reason for it should be displayed.
