It does take time and testing to update the base install client when patches keep coming out, it isn't something that is just automatically completed. We do update it though, just not every single patch so since patches continue to come out fairly regularly there is likely always going to be some additional patch that needs to be installed after the base client - sorry for all the content updates.
By installing the game through the downloader you can get in your Account Management page it seems most people are able to install the game in 2-4 hours (depending on your connection) which isn't too shabby for a game of this size.

I think you just got Trolled Bornakk. Also he's referring to a fresh install. OP, you want to just click the WOTLK one and it'll install everything up to that point. Then patch to 3.2. Problem solved.
You can't really get trolled when something like this is providing the only thing worth talking about. And I was referring to a fresh install too, I used the Account Management downloader several times on new computers to get the client.
