I do not see any pending changes for this character, Liferuiner. Therefore, it appears that the issue you are having is unrelated to any previous race change attempts. What message are you receiving when you try to log in with this character?
Additionally, I have looked over your account, Zawn, and it appears that we had experienced an issue with completing the transaction for that character's race change. The character should once again be playable, and we will not be collecting any charges for the previous attempt.
