Is this a reportable offense?

I was trying to raise my fishing in the fountain in Dalaran next too the fishing trainer when suddenly 2 allies in the same guild decided to mount up on their mammoths and block my ability to click my lure. It was obvious they were doing it on purpose, they moved too wherever my lure was and when another guy started fishing next to me they did it too him too.

Is this a reportable offense since they were impeding my ability to fish by blocking my mouse from clicking the lure.
