I think emphasis on the incomplete aspect is important here.

Just wanted to point out that there is no issue. Items are not final until a patch comes out so there can't really be an issue when it involves incomplete data. :)

The PTR build is not finalized, so I guess I could never report a bug on the PTR, since it's not a bug until the code has been locked down and finalized.
There's a potential issue. There's a potential issue and it's best to discuss a potential issue now while the PTR is up and things are easier to change then after the PTR has closed and changes have been finalized.
And yes, potential issues are good to look into, but the word potential changes things a lot. :)
