So, the race change has a 3 day cooldown, and as part of the race change, you get the option to change your name right? The FAQ indicates that the different services (customization, name change, faction change ect) do not share a cool down.
A straight name change has a 30 day cooldown. Can you change your name via the race change while still on a 30day cooldown from a namechange?
Technically the services do not share a cooldown, however, the Paid Race Change will initiate the Paid Name Change cooldown. The Character Re-Customization also initiates the 30 day cooldown on name changes as well. It is because both of these services offer the ability to change your name when you do them.
The Paid Name Change service does not allow you to Re-Customize or Race Change, so using this service will not enable the cooldown of those other services. It is kind of an interesting technicality that may not be encountered first hand but yes, you can change your name when doing a Race Change, even if you have done a name change recently. The inverse is not possible though.
