AV Mines: Bug or intended change?

For several matches now, when I've retaken the northern mine from the Horde, I'm having to kill the boss inside 3-4 times before it switches.

I've been out of the game for some time now, so I'm wondering if there's a deliberate internal cooldown before the mines can swap or something.
