PTR is still set to Warlords of Draenor

I have been in PTR since Warlords of Draenor, and even though it has upgraded to 7.0.3 and PTR1 is was linked to my WoW1 account which is currently upgraded to Legion, it would appear that it is still stuck set to Warlords of Draenor, It shows the Legion upgrade option on the character select screen. Also in game when i try to do the quest to go to the Broken Isle scenario, it gives me a message about my account not being Legion and refuses to let me join the scenario raid.

Is this intended or is this a bug? I'm assuming a bug as from what I can gather from chat, others are able to proceed beyond the beginning quest, where I get stuck.
