You get credit if you are in a party with your enemy regardless who dies and you get 2 debuff stacks per kill if you are in a party with someone.
Also no credit towards dreamweaver emissary quest
The quest reward should always be a piece of pvp gear to incentivize players to do the quest. Players will not do the quest if it rewards artifact power or gold
