Blizzard support phone number does not work

i get a busy signal; this needs to be fixed. but anyways ill ask here.
Ragnaros is currently allowing FCM's off of it. this interests me because a long time ago i accidently transferred there on my warrior without knowing it was a spanish server; however when i try to access the FCM in my character management page it does not list my characters on Ragnaros as well as my characters on burning legion when both servers are offering it. i need this resolved because i dont speak spanish and i have not been able to play my warrior since.

I'm afraid the Burning Legion-EU and Ragnaros-EU are entirely different realms, Meganpwnsme; however, should you still need to contact our Billing Department, please continue trying. Our queues are currently full, and our Billing Representatives are addressing each call as quickly as possible.
