To provide more back story on the compromise, the account had been associated with the assailants Battle.net account without authorization via a keylogger. Blizzards Billing department then disassociated the account and applied it to the correct Battle.net account. Now, I clarify this because I think it might be directly connected with this new message he have received regarding this account suspension. It reads as follows:
Q u o t e:
Greetings,
We have determined that the World of Warcraft account ****** has been associated to a Battle.net account accessed by someone not authorized to do so by the Terms of Use (http://www.blizzard.com/us/legal/tou.html)
Please note that account sharing is a violation of the Terms of Use. As such, we are unable to assist any player in disassociating an account not created in his or her own name.
Please keep this email for your reference until the merger dispute has been resolved.
STEP 1: SECURE THE ACCOUNT, YOUR COMPUTER AND YOUR EMAIL ADDRESS
Account compromises most often occur when a player shares login information with an unauthorized third party or plays on a computer that has a virus, Trojan, or key-logger. We recommend you read and apply the following tips to protect yourself and the account.
- Unauthorized Account Access Policy: http://us.blizzard.com/support/article/20460
- World of Warcraft Account Security: http://us.blizzard.com/support/article/20572
- Computer Security: http://us.blizzard.com/support/article/21118
- Email Address Security: http://us.blizzard.com/support/article/28585
STEP 2: SUBMIT DISASSOCIATION REQUEST
In order to secure this World of Warcraft account, you will need to create a Battle.net account which contains all of your current, valid contact information. Once a World of Warcraft account has been merged with a Battle.net account, we are unable to restore it to an unmerged state. Please note that if you created the World of Warcraft account in another name, such as a family member, you will need to create a new Battle.net account with your actual name to prevent any further difficulties.
In order to create a new Battle.net account, you will need to open a web browser and follow the on-screen instructions here: http://us.battle.net/account
Should you have any questions regarding a Battle.net account or how it functions, you can review the Battle.net Frequently Asked Questions page at: http://www.battle.net/faq/index.html
STEP 3: RECOVER THE ACCOUNT
We now provide a secure website for you to verify that you have taken the appropriate steps to secure the account, your computer, and your email address. Please go to this site and follow the instructions:
STEP 4: VERIFY YOUR SUBMISSION WAS RECEIVED
We will contact you with further instructions once we have received and processed your submission. If you do not receive a reply within 48 hours of submitting this form, please resend it from the address listed above.
Please be aware that if unauthorized access to this account continues after the recovery process is complete, it may lead to further action against the account.
Sincerely,
Taiono

This e-mail implies to me that the changing of Battle.net accounts that Billing did has caused the system to believe that his Battle.net account (the correct one it should be associated with) is the wrong one, and as a result disabled his account. That's the only explanation either one of us can think of.
After he replied to this e-mail with befuddlement, a reply was sent back saying that they are glad they could resolve the issue. Unfortunately the issue remains.
Billing has been closed until tomorrow, and if it is not resolved before then they will be receiving a call. However in the mean time I am curious as to why this may be happening and if anything can be done prior. Perhaps if anything, bringing this to the attention of someone who can assist.
Thanks.
