Well of course you are GC, what conclusion do you think people are going to draw from this? SS makes a huge difference 1v1 and definitely makes ret feel kinda 'tanky' there, but in arenas ret paladins are not particularly hard to burst down once and force a bubble, then do it a again, as it is. I have very serious doubts about ret's viability as an arena spec without SS to help us mitigate damage, and give us important utility.
And ret's not even overrepresented in arenas, so how can you possibly make us believe it is anything other than duels that you're balancing around? Nerfing prot paladin healing, that I can see. I understand the logic of pushing more healing into holy to prevent things like prot healers. But you're flat out ruining ret paladins and you need to wake up and pay attention, and stop balancing ret around the BG heroes.
PS: if you really feel the need to do something about ret's survivability to some degree, how about targetting the Sheath HoTs instead? At least if you removed those it wouldn't, you know, ruin the spec or make the playstyle less interesting.
