Yes, but please ensure that any account you merge with your Battle.net account is registered to you.

Absolutely. This is because World of Warcraft accounts which are merged with a Battle.net account will still function independently. Whenever you log in with your Battle.net credentials, you'll be prompted with a screen wherein you'll make your account selection. While only one account may be logged in per client window, you can run multiple merged accounts from multiple client windows simultaneously.
Think of your World of Warcraft accounts as keys and your Battle.net account as a key ring. Each key ring retains its individuality and functionality, but is conveniently grouped with other similar items.

3. Summoning each other is on an hour long cooldown, correct? What is the command to summon each other? Or will the RAF e-mail tell me all of this?
You can right-click your target's portrait and select the Summon Friend drop-down or add your target to your friend's list and use the icon provided therein.

I understand that if my Warlock powerlevels a new character on the new account, the character on the new account can grant half of the levels I help it attain to a character on my Warlock's account. Do I have that right? Also, if that's true, what is the in-game command to do something like that? Again, will the RAF e-mail tell me how to do this?
Your new character will earn one "grantable" level for every two levels it gain normally; these "grantable" levels are awarded at every even level (2, 4, 6, 10, etc). There are some restrictions for level granting, though:
1) Levels may only be granted to characters on a veteran account by characters on a linked recruit account
2) Levels may only be granted to characters of the same faction and on the same realm
3) Levels may not be granted to characters over level 59
4) Levels may not be granted to characters of equal or higher level
5) Levels may not be granted once a 90-day account link breaks
With this, once a level is granted, it may not be used again. For example: If a recruit character possessed 15 "grantable" levels and provided 10 to a veteran character, only 5 would remain for future use.

5. At what level does the 300% experience increase stop working?
On a per character basis, the ability to earn triple experience ceases at level 60. On a per account basis, the ability will cease once an account link breaks.
Here are the basic requisites (more included within our FAQ) for triple experience, as well:
Rule 1) Veteran and recruit character must partied and within 100 yards of one another
Rule 2) Mobs killed and quests completed must be marked neither "Low Level" nor gray in difficulty for either the veteran or the recruit character
Rule 3) Should one character be more than 4 levels higher than the other, only the lower level character will receive the experience boost. Rule 2 still applies.
