This was actually a technical issue I'm in the process of hotfixing. With hope, you'll be shooing off those pesky elekks with the rest relatively soon. :)

It is not; it's a one-time quest. You're not missing out on a large ticket yield per day by missing the first day or so of the quest being active, don't worry. :)

The way this works is a bit different from daily quests, though it is a daily task. It won't reset with your daily quests, but if you try again later in the evening you should be able to run more kegs. :)

As far as I'm aware, you can only do one Barking quest a day. Support your favorite brewer! :)
