First, be sure to check that your account and your friend's account are linked. You may check this link through the following page: https://www.worldofwarcraft.com/account/recruit-a-friend.html

From there, click on the "Linked Accounts" tab. If you're currently linked with an account, it will display that person's name therein.

Next, make sure you're meeting the following requisites:

Rule 1) Veteran and recruit character must partied and within 100 yards of one another
Rule 2) Mobs killed and quests completed must be marked neither "Low Level" nor gray in difficulty for either the veteran or the recruit character
Rule 3) Should one character be more than 4 levels higher than the other, only the lower level character will receive the experience boost. Rule 2 still applies.

Your account = recruit; your friend's account = veteran. :)

Lastly, you can see whether or not you're receiving triple experience by referring to your Combat Log. This is how the log line will read:
“Player gains ‘X’ experience (‘Y’ exp Refer-A-Friend bonus)”

The “X” value represents the total amount of experience gained, while the “Y” value represents how much extra experience is gained as a result of the Recruit-A-Friend promotion. So, for example: If a monster is normally worth 25 experience (while partied) and you kill it, should you be eligible for triple experience, your Combat Log entry will appear as “Player gains 75 experience (50 exp Refer-A-Friend bonus)”.
