Apparently a bomb item you need to use for one of the quests will flag you if it hits a flagged player.
Spirit Bomb used for the quest "What Horrible Presents!" causing players to become flagged for PvP was not intended. Work is currently underway on a hotfix to correct that.

The following hotfix went live not long ago. Spirit Bomb used on the quest "What Horrible Presents!" should no longer incorrectly cause players to become flagged for PvP.
