It appears that my account (not this account) has been hacked and associated with a battle.net account that does not belong to me. With this problem I can no longer change my password, change my email, manage my account or even cancel my own account as I dont have access to any part of the battle.net account management page or the world of warcraft account management page. Any assistance would be appreciated.

We often see compromised emails with accounts. They don't need into your machine any longer if they can dip straight into your inbox.
You may also want to look into getting an authenticator for your account. It's no substitute for good security habits, but it will keep anyone else out of your WoW account.
