Normal harassment rules would still apply, so if an individual (or several) is defaming others, hindering the normal flow of game play, or using inappropriate language within the gathered crowd, he or she would be subject to penalty. Policies regarding RP conduct and engagement (in terms of OOC violations or actions which specifically target roleplayers), though, aren't wholly applicable on non-RP realms.
There's no harm in submitting a petition, though, and having an in-game representative take a look. :)
