Is the 1 day lockout intentional?

Cause I mean, I never been one of those guys who complains about lowbies getting good gear but... thats kinda ridiculous if they're going to be able to snag 8 triumph badges every day.

EDIT: For those confused, Onyxia has a 1 day lockout period on her right now. She drops 3 badges of triumph per kill. With the heroic daily, this means you can now get 8 badges of triumph per day as well as the loot Onyxia drops. All ilvl245 on par with ToC25 or ToC10 Heroic.
