However, the passive 10% dmg buff was an assbackwards direction to take one of the most mindless specs in World of Warcraft's history. BM has almost zero control, and next to zero utility. In between TBW the spec is basically a much crappier version of an Arms warrior. With no TBW active, BM is a mindless, watered-down, half-assed, MS bot that has a persistant chance to have almost half it's damage and 100% of it's control shut off at any point from a pet gib.
You should have tried to create some control or utility for the spec to keep it away from season 5 Retribution levels of mindlessness. I hope that it wasn't your lazy coders finding it easier to tweak some numbers ("GUYZ CAN'T WE JUST MESS WITH PERCENTZ AND COOLDOWNS RATHER THAN DESIGN NEW SHOTZ?") rather than create a more elegant utility / control compensation. However, I'm fairly convinced that was the case.
This new MMO that you guys are devoting so much budgeting towards better freaking ROCK, I'm tired of half-assed lazy-coded "solutions" to your problems in this "back-burner" World of Warcraft project.

For you to say that hunters should be blowing TBW defensively basically is waving your giant "WE HAVE A HARD TIME UNDERSTANDING COMPETITIVE ARENAS" flag at the top of the mast again. Any hunter that blows TBW defensively is probably going to be staring the scoreboard and counting his point loss before the CD comes back again.
The spec simply cannot perform well enough, both in utility/control and defense, in between TBW's. Any hunter using TBW defensively is literally shooting himself in the foot. Either he is simply outmatched or else his team made a massive mistake to have him be put in the position of "I need my TBW to run away and hide guys".
Bm works because of the pressure provided from OFFENSIVE use of TBW. It does not work because a hunter can use TBW to escape a sticky situation and then sit around with gimped control/utility staring at a CD.
Summary:
Reduce or outright remove the passive %dmg increase and build some utility into the spec. Call a few devs/coders away from your top secret MMO project and spend a bit more budget towards a better solution.
