A Question About The Ptr Eligibility

i remember reading somewhere awhile back that your account needed to be active for at least a year before you were able to participate in the testing but i cant seem to find where i read it. is this even still the case?

i thought this would be the best place to start. can someone give me some info on this? it would be appreciated
