Q's on Race change (Not QQ)

Hi guys, I'm one of the peeps that is really looking forward to a race change, however i have a few questions about the process (not complaining, again)

From my limited amount of computer experience, I would think that race change would be a much simpler process than a faction change. The only things you would have to worry about would be the one racial, the modeling, a couple of race specific quests and (maybe) the one home city reputation?

If so, why is it being released after faction change? Is it simply because they don't want to release it this early, for whatever reasons, or is there something more complicated i am missing? Thanks.

A race change is only a slightly more simplistic technical process than a faction change. Given that, it was pretty important to get the conversion frame work for the faction change service developed first before offering additional services like race changes.
