Unable to socket gem in equipment

I am unable to instantiate the socketing interface of the equipment manager in game. I have completely uninstalled WOW, reinstalled, and re-attempted to socket my equipment on this toon, while no addons are installed or active, with no success.

In addition, I have tried to socket mis gear from 3 other machines with the same result.

None of the other 5 toons that I have above 70 have this problem. Anyone have any insight on what the problem is? Ive, pretty much eliminated pebcak.
