Faction Change + Realm Transfer issues

I wanted to do a faction change and a realm change for my alliance priest. I checked ahead of time to see if he was available for both. He was. I then preceded with the faction change first. It went through flawlessly.

Now for the realm transfer. "Ineligible to move"

I haven't used the faction change button on my character select screen for fear that I may get locked on that server as horde.

Is there any reason that the character wouldn't be available for server transfer after a faction transfer if all my other characters are available for transfer?
Will me actually using my faction transfer button fix this?
Is it a cooldown issue?

You need to actually finish the faction change, first, Mirasol.

It's sitting there in an incomplete mode, which would block any other changes till you are done.
