**First gonna say not sure if this goes on this forum or not.. but ya.. sorry if it's the wrong place to ask this

The waygate in shol-basin - is it always supposed to teleport you to un'goro? Because I dismounted and walked through it but nothing happened.

As the others have mentioned, Enyala, you'll be able to use the waygate once you get to that part in the quest chain. You'll be able to continue to use it once you have completed the quest line. :)
