Recruit a friend- grant a level

i was just after some clarification on how this actually works.

ive read 2 diffrent posts, and 1 sais that the recruiter gives them to the recruitee, and the other says that the recruitee gives it to the recruiter.

who actually gets the free levels, and how do we give them to each other?

Shandiee is correct in this matter. The recruitee would be able to grant levels to the recruiter.
